Coalesce near-identical outline grid coordinates to remove redundant blockers around board109. Stacked on #165 and used by tscircuit/tscircuit-autorouter#3144. Validation: 112 tests pass, 1 existing skip; build, type checking, and formatting checks pass.

visualize()with 0.3 mm board-edge clearance; darker areas show overlapping blockers.
