Why

Linux GTK4/UI, installer and embedded jobs repeatedly fail before tests because the Ubuntu/Azure package mirror takes over 180 seconds to fetch 100+ cold dependencies. Multiple PRs show partial ongoing downloads followed by apt-retry: install failed after 2 attempts / exit 124. This does not justify skipping required desktop checks.

Change

  • Keep update operations at 180 seconds; give apt install a bounded 480-second default per attempt to avoid terminating healthy slow downloads.
  • Preserve RIVET_APT_TIMEOUT_SECONDS override, two attempts, no-interactive/lock/retry policies, and nonzero failure status.
  • Add shell regression coverage for install vs update budgets and caller override, with an injected fake timeout (without actually waiting minutes).

Gate

Shell test plus the full cross-platform workflow must pass before merge. This is CI stabilization, not relaxation of acceptance requirements.

Cold runners paid for weston's full recommended media stack (codecs,
speech, bluray) that a headless Wayland launch test never uses; the
recommends cut keeps the bounded install budget inside one attempt even
on a slow mirror. xwayland is installed explicitly because it is
recommendation-only and the compositor logs errors without it.

Took over this draft to land it: the 480s install budget already turned the Linux round trip and installer builds green; the still-failing AppImage Wayland job was a cold-runner mirror delivering weston's recommended media stack at ~100 KB/s. Added --no-install-recommends (plus explicit xwayland) to the headless compositor install so even a slow mirror fits one bounded attempt. Rerunning the failed jobs.

The GTK4 dev stack on a cold runner fetches 100+ packages including
recommendations-only documentation tooling; with today's mirror
throughput even the raised 480-second window loses twice. Install now
defaults to three bounded, cache-resuming attempts (update stays at
two), every dev-stack install drops recommended packages, and the
headless weston lists carry xwayland explicitly like the AppImage job.
The apt-retry self-test pins the per-operation attempt defaults and the
override.
