ci: land through the host gate; retire land.yml and token.moq.dev - #7427
moq-dev/moq now lands through quest land serve on the maintainer's host (moq-dev/quest, host config in kixelated/nixos). At the cutover on 2026-10-31:
land.yml was disabled with gh workflow disable;
its in-progress run, which was already bisecting a failed chain, was cancelled;
the moq-ci runner's caches were copied into the gate;
the gate's moq instance was started.
This PR removes what the cutover left behind.
Changes
Delete land.yml.
Delete token.moq.dev (infra/token). Its only policy, /land, served that workflow, and quest's own land.yml is gone too. The deployed Cloudflare worker still needs wrangler delete by the maintainer.
dependabot.yml: requesting a landing only pins the head (quest merge --land). The quest land resolve guard and the read permissions it needed are gone; the gate reads the queue itself.
Quest pin: moved to moq-dev/questmain (b1f0c40), which has the daemon and drops the removed subcommands. The skill stubs follow the repository move.
Docs: CONTRIBUTING's landing section, infra/README.md, and nix/runner/README.md now describe the host gate. In short:
a batch is the longest-queued PR plus up to log₂ n more that merge cleanly;
one just ci on the tip;
failing batches are ejected together and handed to a Codex fixer;
a fork the gate can't push to lands as a squash and is closed with a link.
sh/gh/queue.test.ts: asserts no land workflow exists and that Dependabot runs none of the gate's commands.
Checks
just check origin/main passed every module except gh, which failed on the pre-existing Pullfrog gap.
After the fix: sh/gh/alert.sh check-coverage (33 alertable workflows), actionlint, bun sh/gh/queue.test.ts, and quest check pass.
The first quest land batch ejected this PR on check gh: sh/gh/alert.test.ts still wrote a Land fixture that alert.sh no longer excludes. f6bc5bf drops that fixture and the duplicated CI_ONLY comment from the merge with ci(alert): Pullfrog, an on-request agent, needs no alert #7428. just gh check and bun sh/gh/queue.test.ts pass on f6bc5bf merged with main (a1169021b6).

moq-dev/moq now lands through `quest land serve` on the maintainer's host,

.github/actions/rust-cache/action.yml:15 fails any step on a self-hosted runner unless github.workflow == 'Land' && github.ref == 'refs/heads/main'. Land no longer exists, so the condition can never be satisfied; any self-hosted job that uses this action now dies with Persistent self-hosted caches require Land on main.. No workflow runs self-hosted today, so this is latent rather than live, but it is exactly the kind of leftover the PR removes elsewhere and the error text is now misleading.
