fix(ci): check the whole repository with Biome - #7434
Biome only checked selected JS workspace directories, leaving parseable files elsewhere in the repository unchecked. A full sweep reproduced 11 errors and five warnings.
Approach
Run Biome as a repository-wide biome module in the dispatcher's bun lane, on every just check, just ci, and just fix, through the shared just biome recipe. Keep JS package builds selected independently.
The module registers just before js, so within the bun lane fix runs Biome before the package build, since Biome can fix sources that the build rejects, such as a type-only export.
Fix the formatting diagnostics and suppress literal GitHub Actions expressions with a reason. Exclude the binary audio MPEG-TS fixture through biome.jsonc; existing VCS ignores cover dependencies and build output.
Drop demo/pub from the js impact pattern. It was listed only so the JS selector's Biome call linted it. With that call gone, a demo/pub change fell into the selector's all-packages fallback for nothing. The workers module still covers it.
Update developer commands, sh/js/README.md, and test selection outside the JS impact map.
just biome checks with a frozen install. just biome-fix applies the fixes after a plain bun install, like the other fixers, so a package.json edit that bun.lock has not caught up with does not stop just fix.
just js fix runs just biome-fix and then just js fix-changed --all. The dispatcher's fix:js calls fix-changed, so just fix scans the repository once, through its biome module.
Delete the finished quest quest/m0/ci/biome-whole-repo.md and its link with quest rm.
Impact
Public API: none.
Wire: none.
Fifteen JSON files were compared with the committed originals and keep their values. Most of the diff reformats the CI-selection and compile-time audit JSON.
Alternatives
Keeping Biome inside JS workspace selection misses future changes outside that map. Expanding JS build selection to every repository path would rebuild unrelated packages.
Decisions
Made unattended within the quest's scope:
Biome gets its own lane that runs on every diff, instead of widening JS build selection.
JS build selection stays narrow, now without demo/pub (see Approach).
The existing YAML/Markdown formatter exclusions stay.
CodeRabbit's suggestion to add --ignore-scripts to the Biome installs is declined (reply). just check and just fix run only inside the Nix dev shell, so js/libav's no-Nix npm fallback can't run there. Every other install recipe, including the old just js fix, already runs lifecycle scripts.
No package versions change. Nothing here duplicates the environment-isolation work in moq-dev/moq#7432.
Validation
On head 674fb0ded5, after auto-merge was disabled. It had been left enabled under the old landing flow since 2026-11-01 while the PR conflicted.
Merged origin/main (d7708e6547, then the conflict-free 674fb0ded5 up to e25f6266df). Main's moq-dev/moq#7356 replaced the dispatcher's per-module tables with module registrations, so the biome lane was ported onto that layout. That also keeps main's release-plz in the gh tools. doc/setup/dev.md keeps this PR's fix/check rows and main's merge-queue ci row.
Formatted the files main added or changed without Biome formatting: .github/compile-time-audit.json, rs/moq-auth/rate.json, sh/gh/queue.test.ts, and sh/gh/setup.test.ts. Both JSON files parse to the same values. queue.test.ts's noTemplateCurlyInString suppression moved onto the string the reflow split out.
Passed: quest gate just biome (2,167 files, no fixes), sh/dispatch-query.test.py and its --bench, sh/js/workspace.test.py (20 tests), bun test sh/gh/setup.test.ts, bun sh/gh/queue.test.ts, ShellCheck on sh/dispatch.sh, just --fmt --check on both justfiles, sh/markdown.sh check, the dispatcher's Ruff lint and format, and quest check --base origin/main.
quest gate just check origin/main ran every module, since root orchestration changed. All passed except python, which flagged the Ruff formatting of the shortened workspace.test.py assertion. That is fixed in a855466336 and re-checked. flake skipped locally because this host's Nix builder cannot create user namespaces.
Earlier heads (11f903ff5d through 8bbbf35221) passed quest gate just ci (strict, every lane), just biome, just biome-fix, just fix, the dispatcher and selector suites, and quest check. See this PR's edit history for each head's record.
Review
Codex gpt-6.1-sol, medium effort, via quest review --base origin/main (session 01a19fe2):
Round 1, head 3e09d45e64183c9561e17cf112ec825c855c2b91: no findings.
Round 2, head 674fb0ded5171927a88a0391bf542a1ebf654e12: no findings. It covered the Ruff fix, the conflict-free main merge, and the CodeRabbit refutation above.
Claude Code (Claude Opus 5.5) authored this round's merge resolution and fixes, so Codex is the other-vendor reviewer. Earlier rounds on the original Codex implementation were accepted by the maintainer (2026-10-31) as its review record. Online: CodeRabbit's --ignore-scripts note is refuted (see Decisions), and its thread is resolved. Pullfrog's check failed on the old head because of a Pullfrog billing outage, not because of this change. No threads are open.
The change adds repository-wide Biome checks to the check, CI, and fix workflows. It updates JavaScript workspace recipes and developer documentation, and removes the workspace-level Biome check. It also reformats fixtures and configuration files without changing their described contents, and adds a benchmark audit record.

Explanation
The description is specific and on-topic. It explains that Biome only checked selected JS workspace directories, so it now runs as a repository-wide biome module through the bun dispatcher lane on just check, just ci, and just fix. It also covers the just biome-fix recipe, the demo/pub removal from the JS impact pattern, the formatting fixes and suppressions, the biome.jsonc exclusion for the MPEG-TS fixture, the deleted quest file, and the validation steps. These match the changeset summaries for justfile, js/justfile, sh/dispatch.sh, sh/js/workspace.py, biome.jsonc, sh/gh/setup.test.ts, and the deleted biome-whole-repo.md.

No actionable bugs found. Separating repository-wide Biome coverage from affected-package builds is the right direction: it closes gaps outside the JS impact map without widening build selection, and reuses the serialized Bun lane rather than introducing parallel installs. The changed JSON files preserve their parsed values. No prior published review findings to reconcile.
Verification: static review of the diff, dispatcher/recipe/workspace context, and an independent scheduling pass; compared parsed JSON at base and head. I did not run Biome or tests, or independently verify the PR's reported CI results.

ℹ️ No critical issues — one minor note on a duplicated scan.
Reviewed changes
Repository-wide Biome lane: justfile:127 adds just biome (bun install --frozen-lockfile + bun biome check --error-on-warnings . ), and js/justfile delegates its check/fix lint to it while sh/js/workspace.py loses its old package-scoped Biome call.
Dispatcher module: sh/dispatch.sh gains a biome module (scope='' so it runs on every diff, bun lane, check:biome/fix:biome), and the stale demo/pub-for-Biome comment is dropped.
Formatting-only sweeps: cpp/obs/buildspec.json, six rs/hang/fixtures/*.json, rs/moq-pattern/tests/pattern.json, .github/ci-selection-audit.json, sh/gh/cpp.test.ts, sh/size/bundles.ts; sh/gh/setup.test.ts suppresses the ${{ }} literals; biome.jsonc excludes rs/moq-audio/src/decode/test_data/*.ts.
Tests/docs/quest: new sh/dispatch-query.test.py::test_biome_checks_files_outside_the_js_impact_map, doc/setup/dev.md wording, and the finished quest/m0/ci/biome-whole-repo.md plus its link removed.
I independently confirmed all nine changed JSON files parse to identical values, biome check --error-on-warnings . is clean over 2256 files, and the dispatch-query/workspace/gh suites pass at this head.
The dispatcher's biome module already runs the repo-wide pass, so its js
module now calls fix-changed, which only rebuilds packages.
Co-Authored-By: Claude Opus 5.5 <noreply@anthropic.com>
No new actionable bugs found in the two-file update since adf9364 (unchanged base). The fix / fix-changed split is a simple, appropriate fix for Pullfrog's duplicate-scan finding: the dispatcher now rebuilds selected JS packages without invoking Biome a second time, while direct just js fix retains repository lint plus all-package rebuilding. My previous review had no actionable findings.
Verification: static comparison and recipe/dispatcher context only; I did not run commands or tests or independently verify the reported validation.

Reviewed changes
Split js/justfile's fix into fix (repo-wide Biome via just biome --write, then just fix-changed --all) and fix-changed list (install plus package rebuild only), removing the duplicate Biome pass.
Repointed the dispatcher's fix:js at just js fix-changed "$js_list", so just fix relies on the always-selected biome module for its single repository-wide scan.
This addresses the prior note about just fix scanning the repository twice. Direct just js fix still lints the repository once and rebuilds every package, while the dispatcher's fix:js only rebuilds the changed set.

Biome can fix sources that the package build rejects, so the build and its
API report regeneration should see the fixed files.

Landing de000e59bfa3d8e8ec0ab758aa6fa9408369ab0d through quest land.
Fixed pullfrog's note: just fix scanned the repository with Biome twice. The dispatcher's fix:js now calls the new just js fix-changed. just js fix still runs Biome and then rebuilds every package.
Fixed CodeRabbit's note: biome now runs before js in the fix module list, so the package build sees Biome's fixes.
The maintainer decided (2026-10-31) to accept the Codex review rounds as the record, since the Claude harness could not log in. The last Codex round, on de000e59bf, found nothing.
quest gate just fix passed with one Biome scan, and so did quest check --base origin/main.

Reviewed changes
Since the prior pullfrog review, only sh/dispatch.sh changed:
Reordered the fix module list to biome js rs py carla dart obs markdown shell toml nix justfile, so biome runs before js in the serial bun lane, and extended the order comment with the rationale (Biome fixes sources the package build would reject).
I confirmed the ordering is effective (run_lane runs same-lane modules in modules order under limit=1 for fix), and that it cannot leave regenerated api/*.api.md reports unformatted, since those are Markdown and Biome's Markdown formatter is disabled in biome.jsonc. This addresses the ordering feedback; the earlier duplicated-scan thread is already resolved. No new issues.
Re-landing after the batch failure. That failure was not caused by this PR. The batch failed to compile rs/moq-mux/src/container/mp4.rs, which uses mp4_atom::Trun.entries. That file doesn't exist on main or in this PR. It came from another PR in the batch that was written against the older mp4-atom, before the 0.17 rename to Trun.samples. This PR touches no Rust code.
On head 58c0ac1e8c7844be72265072f72ce16e7d75f1fb (the land fixer's base merge):
I reviewed the conflict resolution: no findings (recorded under ## Review).
Inside nix develop, the workspace-selection tests (20) and dispatcher tests (31) passed.
quest check --base origin/main passed.
The required checks and the online reviews (OpenAI, pullfrog) are clean.
The head is unchanged and conflict-free with main, so I'm queuing it as is.

just fix ran Biome through the check recipe, whose frozen install fails
when package.json and bun.lock disagree. Add a biome-fix recipe that
installs like the other fixers, and use it from just fix and just js fix.
Co-Authored-By: Claude Opus 5.5 <noreply@anthropic.com>
No new actionable bugs found since my review of 58c0ac1, accounting for merged base changes and the previously inspected equivalent heads. CodeRabbit's frozen-install finding is fixed: both just fix and just js fix now use biome-fix, allowing dependency installation to update a stale lockfile before formatting, while checks retain frozen installs. The earlier ordering and duplicate-scan fixes remain intact.
The explicit check/fix recipe split is a proportionate, simpler solution than branching on formatter arguments; repository-wide lint remains separate from package-build selection. No public API or wire change.
Verification: static review of the three-file update, full recipes/dispatcher, and base-relative patches. No commands or tests run; reported validation was not independently verified.

Reviewed changes
Since the prior pullfrog review (58c0ac1e8), the deltas are merges of origin/main, a JSON reformat, and one new recipe:
Two origin/main merges (555289912, 8e8aa3412 through 7a48eb34c): mechanical. The biome lane is preserved alongside main's new python lane, and the fix module list becomes biome js rs dart go kt swift c cpp obs python markdown shell toml nix justfile.
New biome-fix recipe (justfile:134): installs without --frozen-lockfile then runs bun biome check --error-on-warnings --write .. js/justfile fix, and the dispatcher's fix:biome, now call it, so just fix runs Biome even when package.json and bun.lock disagree. This addresses CodeRabbit's frozen-install note. check:biome keeps the frozen install.
Formatting-only: .github/btree-build-audit.json and rs/hang/fixtures/catalog-parity.json reformatted by Biome.
Verified at head: all eleven changed JSON files parse to identical values versus origin/main; no remaining reference to biome --write; fix still scans the repository once (Biome first, then the JS rebuild via fix-changed), and the bun-lane serialization plus biome-first ordering are intact.
Pullfrog's billing service is temporarily unavailable, so this run didn't start. This is on our side, and nothing was billed. The next run should succeed; if it keeps failing, check status.pullfrog.com.

Port the biome lane onto main's module registrations: it joins the bun

Problem
Biome only checked selected JS workspace directories, leaving parseable files elsewhere in the repository unchecked. A full sweep reproduced 11 errors and five warnings.
Approach
biomemodule in the dispatcher'sbunlane, on everyjust check, just ci, andjust fix, through the sharedjust biomerecipe. Keep JS package builds selected independently.js, so within thebunlanefixruns Biome before the package build, since Biome can fix sources that the build rejects, such as a type-only export.biome.jsonc; existing VCS ignores cover dependencies and build output.demo/pubfrom thejsimpact pattern. It was listed only so the JS selector's Biome call linted it. With that call gone, ademo/pubchange fell into the selector's all-packages fallback for nothing. Theworkersmodule still covers it.sh/js/README.md, and test selection outside the JS impact map.just biomechecks with a frozen install.just biome-fixapplies the fixes after a plainbun install, like the other fixers, so apackage.jsonedit thatbun.lockhas not caught up with does not stopjust fix.just js fixrunsjust biome-fixand thenjust js fix-changed --all. The dispatcher'sfix:jscallsfix-changed, sojust fixscans the repository once, through itsbiomemodule.quest/m0/ci/biome-whole-repo.mdand its link withquest rm.Impact
Alternatives
Keeping Biome inside JS workspace selection misses future changes outside that map. Expanding JS build selection to every repository path would rebuild unrelated packages.
Decisions
Made unattended within the quest's scope:
demo/pub(see Approach).--ignore-scriptsto the Biome installs is declined (reply).just checkandjust fixrun only inside the Nix dev shell, sojs/libav's no-Nix npm fallback can't run there. Every other install recipe, including the oldjust js fix, already runs lifecycle scripts. No package versions change. Nothing here duplicates the environment-isolation work in moq-dev/moq#7432.
