Factor legacy peer health and observed-route mismatch calculations into reusable status helpers. Preserve lightweight metadata without carrying peer, route, or BPF arrays. Reuse the calculations for existing controller summaries without changing their output. This PR was mistaken churn from splitting the lightweight-status work into unnecessarily small PRs. That was my mistake, not a requirement from the user. Its changes are preserved in #812, #762 within the user-approved, consolidated 12-PR draft stack. Closing this superseded PR; the implementation is not being discarded, and nothing has been merged into main. |

Scope
Stacked on #753. Factors existing peer health and route mismatch rules into shared helpers, adds metadata-only projection, and reuses those rules for controller overview rows. Node summary collection can reuse per-peer/per-route predicates without constructing a full diagnostic snapshot.
Small behavior-preserving foundation, below the 1,000 changed-line maximum. New tests cover probe precedence, handshake boundaries, unknown state, all expected/present combinations, and preservation of bootstrap errors and metadata. Publishing defaults and bulk endpoint semantics are unchanged.
Validation
Shared status and controller package tests, scoped make fmt/lint including actionlint, and diff checks passed.
