quest: audit the tree and record the 2026-10-25 decisions - #6798
Audits every outstanding quest (535 documents) against main at 1308011 and the open PRs, and records the maintainer's answers to the planning decisions left open in the tree and in open PRs. Quests only, plus one AGENTS.md line the maintainer asked to delete.
Audit fixes
Seven parallel audits (m0+m3, m1 epics, m1 flat, two m2 epic slices, two m2 flat slices) reported findings with evidence; only verified factual corrections were applied, and quests whose own branch has an open PR were left to that PR. Highlights:
Nightly: two untracked failures from run 40192013303 get quests: send-overflow (moq-net fails to compile in Fuzz and send-depth) and py-sdist (the sdist lacks rs/moq-ice).
New quests
m1resume-model-test: a randomized test checks every resumed reader against a one-track reference model, Rust and JS, before the cut.
m1transport-frame-offsets: the transport may start a group at frame k as an optimization; the app API stays whole-group.
m1api-audit/wanted: every used/unused pair becomes wanted()/wanted_changed(), and the ones without a consumer are deleted.
The generated C line moves to quest/m2/c/ and Requires the switch to rust2's UniFFI fork. quest/m1/c/ now holds the hand-written moq-c's parity for the cut. name-clash and package were moved with git mv because quest mv refuses claimed quests: #6793 and #6052 now point at the old paths.
Decisions (maintainer, 2026-10-25)
Resume: how do we make it flawless before the cut?
✅ Model test first (m1, gates the cut; the rewrite comes to m1 only if the test shows design-level bugs)
Rewrite in m1 now
Both in m1
Lite datagram size (#6707): ✅ 1200 end to end / per-hop limit
Description-less AAC (#6707): ✅ ADTS / raw access units
Catalog parsers (#6707): ✅ strict, per rendition / document differences
Is a reported drop final? (#6790): ✅ not final, JS changes to match Rust / final
MKV/FLV unsupported codecs (#6707): drop in containers / ✅ reject everywhere
Partial groups rule in rs/moq-net/AGENTS.md: ✅ Other: remove that line (done here)
C name clash: keep #6052's rename / ✅ fix the generator, with an explicit method namespace / uniform type naming
Is the hand-written moq-c ABI frozen? ✅ takes breaks / frozen
Reservation snapshot name (#6751): peek() / ✅ rate(), Rust renamed too / keep grant()
Announce.Consumer.close() (#6750): ✅ count consumers / document as cancel
Last Broadcast.Consumer.close() (#6750): ✅ producer stays open / wire-owned only
TS timeline retirement (#6757): ✅ catalog-hls (#6783) first / explicit retire now
TS SI without clock progress (#6757): ✅ age on the program clock / narrow the goal
Passthrough drafts and Moxygen GROUP_ORDER (#6729): 18/22 and accept GROUP_ORDER / ✅ 18/22 and carry a Moxygen patch
Front-eviction refill vs the lite MUST-0 rule: ✅ amend the draft rule / refill from frame 0
Arbitrary frame offsets: ✅ Other: remove frame-N starts from the API but allow them in the transport as an optimization
Relay with nothing of a group, asked for frame k: ✅ widen to frame 0 / forward k exactly
moq-transport mid-group stream with no head: keep as partial / ✅ drop it
unused -> wanted: ✅ Other: wanted only, where None means unwanted; delete what has no consumer. Lands as its own m1 quest. Yes/no demand returns ✅ bool; broadcast demand ✅ deleted; Fill ✅ merges into wanted(); kio ✅ renamed too.
Realtime congestion and probing: ✅ require probes()
Lite-05/06 timestamps: goal (pass through, partly reversing #6150): ✅ yes / only for stats
Milestone: ✅ m1 / m2
Rewind check on received lite-05/06 timestamps: unchecked, lite-07 untimed / ✅ unchecked, timed everywhere / checked like lite-07
Untimed track on a lite-05/06 sender: ✅ send time (published rule) / zero
moq-transport timestamps to a lite-05/06 peer: ✅ pass through / keep send time
lite-07 receiver of unchecked timestamps: ✅ check as today / unchecked flag in TRACK_INFO
Aligned with main
Merging main after #6703 and #6744: the finished feature-shapes quest leaves the nightly list and m0/ci's link, and api-audit/wanted records that Rust's broadcast::Demand is already gone, so only the internal JS Broadcast.Demand remains to delete. rs/moq-net/AGENTS.md takes main's version-matching line and still drops the partial-groups sentence, including its moq-transport exception.
#6707 and #6790 landed with their decisions open, so the answers above are recorded in their quests: cut-audit/datagram-size (1200 end to end), aac-description-less (ADTS), catalog-parity (strict, per rendition), mkv-import-errors (reject unsupported codecs everywhere), lite-wire-nits (partial-groups bullet removed with the rule), resume-drop-final (not final; JS changes), and m2/resume-redesign (model test first; resume-model-test now links it). #6790's decode-start stays under the hand-written m1/c line, and api-audit/requests renames moq_origin_dynamic* in moq-c too, since moq-c is no longer frozen.
Merging main after #6850: m1/api-audit lists both wanted and main's dial-credential, and m2/release/c-retire keeps the 2026-10-25 "hand-written moq-c 0.7 ships" decision (replacing the 2026-10-20 "never published" one) plus main's bullet on moving native-libs and moq-ffi.cmake to a shared home.
Review fixes: catalog-parity picks the strict reading (JS drops the legacy video:[...] array); e2ee/rust-publish's goal drops the superseded refusal; moqsrc-opus-surround covers 3 to 8 channels in the caps test; m2/resume-redesign's sketch keeps every writer on the subscription's publisher epoch, and resume-model-test adds a newer-epoch case. Kept: js-fetch's invalid_joining_request_id for an unknown subscription, since joining FETCH exists only on drafts 14 to 18, where Rust sends that code.
Impact
Public API: none (quests only). Wire: none. rs/moq-net/AGENTS.md loses its partial-groups sentence.
Seven parallel audits checked every quest against main and open PRs.
Stale plans, broken references, and missing links are corrected, and the
maintainer's answers to the open planning decisions are recorded.
New quests: resume checked against a model, transport frame offsets,
demand is wanted everywhere, and two Nightly fixes. The generated C line
moves to m2; the hand-written moq-c ships at the cut with parity.
rs/moq-net/AGENTS.md drops the partial-groups rule, as the maintainer asked.

The pull request updates quest and planning documents across milestones m0–m3. It revises CI and Nightly plans, binding and transport scopes, technical decisions, dependency links, and package status. New documents cover Nightly failure investigations, resume-model testing, and transport frame offsets. The supplied summaries describe documentation changes, not implementation changes.
Priority: Low
Merge Risk: Low · up to fd094
This is a quests-only planning change with no code or wire impact. A few plan documents should be tightened before or soon after merge. These are the JSR package claim steps, the expected catalog verdicts, the migration-history check, the libav JSR scope, and the Public API note for create_track. They are low risk and easy to fix.

The audit generally improves ownership and ordering: the resume model test provides a useful pre-cut gate, and separating hand-written C parity from generated C avoids blocking the release on generator work.
P2: The frame-offset amendment still excludes its required front-eviction case. At quest/m1/transport-frame-offsets.md:17–20, it permits a nonzero start only when the receiver retains the entire preceding prefix. That repeats the current draft restriction, while front-eviction.md:46–53 explicitly needs refills after that prefix was evicted. Amend the goal and rule to allow that missing-prefix refill, while retaining the separate whole-group application contract. Independently confirmed the existing finding rather than adding a duplicate inline comment: #6798 (comment)
No additional actionable findings in the inspected planning changes. Verification: static inspection of the audit diff, related plans, and current lite draft; no quest validation, tests, or implementation conformance checks run.
Prior P2 fixed: quest/m1/transport-frame-offsets.md:18–25 now explicitly permits missing-prefix refills and distinguishes relay widening policy from the wire rule, addressing #6798 (comment).
Direction is coherent: transport offsets remain separate from the whole-group application API. The new timestamp pass-through plan explicitly documents its compatibility cost: lite-07 can still reject out-of-order send-time groups, rather than silently weakening receiver checks.
No new actionable bugs found in this update. Verification: static inspection of the three-file delta, surrounding plans, and #6150’s rationale; no quest validation, tests, or runtime conformance checks run.
Merge summary: quests-only audit of the whole tree (536 documents), plus the maintainer's 2026-10-25 answers to every open planning decision (paper trail in the body), the lite-05/06 timestamp pass-through quest requested by the moq.pro audit, and one rs/moq-net/AGENTS.md sentence the maintainer asked to delete. Reviews on b0b50c5: Codex thumbs-up and an OpenAI review with no findings; the one P2 (missing-prefix refills) was fixed. quest check --base origin/main passes.

Carry #6793's GLib C naming into the moved m2/c line, keep the hand-written
m1/c plan, drop links to the finished name-reuse quest (#6780), and note
that the JS publication mirror (#6795) merged.
Co-Authored-By: Claude Opus 5.5 <noreply@anthropic.com>
#6793 settled C naming on the GLib rule (newer than this PR's "explicit method namespace" pick), so the moved quest/m2/c/ line carries it; quest/m1/c/ keeps the hand-written parity plan.
#6780 finished name-reuse, so catalog-identity-rs drops its links and counts the moq-gst sink as compliant.
#6795 merged the JS publication mirror; binding-publication says so.
Nightly keeps send-overflow and py-sdist beside #6817's new children; m2 drops pure-crypto (#6811 moved it to m1).
quest check --base origin/main and sh/markdown.sh check pass.
Requeue after the merge_conflict dequeue: merged main at 8810d73 in a0680f4, aligning quests.
m0/nightly: kept send-overflow and py-sdist (main has no quest for either failure) beside main's new children; windows-relay-expect stays deleted.
m1/README: dropped the finished congestion entry (moq-dev/moq#6719), kept resume-model-test.
front-eviction: segmented-frames finished in moq-dev/moq#6628, so it now Requires only transport-frame-offsets, alongside main's fastest-reader pacing text.
m2/release: main's feature-flags entry plus this PR's npm line without p2p.
Two links to quests main finished: quic-egress-profile now names moq-congestion's pacer, and binding-publication notes that moq-dev/moq#6740 already landed the close path instead of linking ffi-close.
No new decisions. quest check (608 documents ok) and sh/markdown.sh check pass; Codex reacted 👍 on the new head.

Narrow the JavaScript FETCH scope to the retained drafts.
The m1 drop plan removes drafts 14–17 from JavaScript and retains drafts 18 and 22. This quest still requires FetchOk support for drafts 14–18, draft-14/15 FetchFrame behavior, and tests on all drafts before 22. Remove the obsolete draft-14–17 codec and test cases. Keep draft-18 joining-FETCH work and separate draft-22 coverage where applicable.

Catalog parity picks the strict reading for the legacy array, e2ee drops the
superseded refusal from its goal, surround Opus covers 3 to 8 channels in the
caps test, and resume keeps a subscription on its own publisher epoch.
Co-Authored-By: Claude Opus 5.5 <noreply@anthropic.com>
Compared with my last review at 0985354, excluding intervening main merges. No new actionable bugs found in the planning fixes.
The catalog plan now selects legacy-array rejection, and the E2EE goal no longer contradicts its resume policy, addressing the existing findings: #6798 (comment) and #6798 (comment). The resume sketch and model explicitly isolate publisher epochs, addressing #6798 (comment). The Opus plan now combines 3–8-channel caps coverage with a representative 5.1 pipeline test; that is planned coverage, not proof all channel layouts already work end to end.
Direction is sound: clarify contracts and test the epoch boundary before redesigning resume. My earlier missing-prefix frame-offset finding remains fixed. Verification: static inspection of the changed quests, surrounding plans and review discussion; no quest validation, builds, tests or runtime reproductions run.

Record the canonical outcome for every listed mismatch.
The decision requires both languages to validate the catalog the same way, but it does not state whether codec:"avc1.6400" or container:{} is accepted or refused. The table shows opposite current results for both inputs. Add the expected verdicts to this decision or to the shared fixture corpus. Otherwise, the Rust and JavaScript implementations can still diverge while satisfying the current wording.

Specify the JSR claim steps separately from the npm placeholder.
quest/m2/p2p/watch.md says the maintainer claims @moq/p2p on npm and JSR "with a placeholder," as the npm-first-publish quest does. That quest defines only an npm placeholder: a README-only 0.0.0 package, followed by the npm trusted publisher. It does not define JSR steps. A README-only package does not meet JSR publishing requirements, which need a valid package configuration with name, version, and exports. The JSR package must also be linked to moq-dev/moq before GitHub Actions can publish to it. Without these steps, the first @moq/p2p workflow publish can fail.

Gate retirement on migration-history preservation.
The Plan says the old MIGRATE.md history carries into generated 0.8. The Required section does not verify this. Add an archive or package check before deleting rs/moq-c; otherwise publication and consumer checks can pass while users lose migration instructions.
Suggested requirement

+- [Migration history preserved] - generated 0.8 contains the complete `MIGRATE.md` history from hand-written 0.7
- [Generated C publication](/quest/m2/release/c-publish.md) - the replacement is available and verified

Update the Required section in the retirement plan to add a migration-history
preservation gate before deleting `rs/moq-c`: verify that generated 0.8 contains
the complete `MIGRATE.md` history from hand-written 0.7.

- [Feature review](/quest/m2/release/feature-review.md) - every major work line since the last release judged end to end before the cut

Keep the JSR scope consistent with the name-claim quest.
quest/m2/release/npm-first-publish.md excludes @moq/libav from JSR because it sets "jsr": false. Only @moq/clock and @moq/video require JSR claims. State that libav is npm-only in this checklist.

Review comment at @quest/m2/release/README.md at line 34:
Update the “Claim new npm names” checklist entry to clarify that `libav` is
npm-only, while `@moq/clock` and `@moq/video` require JSR claims; keep the
existing trusted-publishing and release context unchanged.

Audits every outstanding quest (535 documents) against main at 1308011 and the open PRs, and records the maintainer's answers to the planning decisions left open in the tree and in open PRs. Quests only, plus one
AGENTS.mdline the maintainer asked to delete.Audit fixes
Seven parallel audits (m0+m3, m1 epics, m1 flat, two m2 epic slices, two m2 flat slices) reported findings with evidence; only verified factual corrections were applied, and quests whose own branch has an open PR were left to that PR. Highlights:
quic-api/native-web, not drop-web-transport-trait; binding-publication is unblocked (feat(net)!: separate publication control from broadcast filling #6464).send-overflow(moq-net fails to compile in Fuzz and send-depth) andpy-sdist(the sdist lacksrs/moq-ice).New quests
resume-model-test: a randomized test checks every resumed reader against a one-track reference model, Rust and JS, before the cut.transport-frame-offsets: the transport may start a group at frame k as an optimization; the app API stays whole-group.api-audit/wanted: everyused/unusedpair becomeswanted()/wanted_changed(), and the ones without a consumer are deleted.lite-timestamps-through: a timed track received over lite-05/06 keeps its timestamps and is forwarded with them over every version (partly reverses feat(lite): drop lite-05/06 timestamps so receivers check received groups #6150; requested by the moq.pro quest audit).nightly/send-overflow,nightly/py-sdist.C line split

Resume: how do we make it flawless before the cut?
Lite datagram size (#6707): ✅ 1200 end to end / per-hop limit
Description-less AAC (#6707): ✅ ADTS / raw access units
Catalog parsers (#6707): ✅ strict, per rendition / document differences
Is a reported drop final? (#6790): ✅ not final, JS changes to match Rust / final
MKV/FLV unsupported codecs (#6707): drop in containers / ✅ reject everywhere
Partial groups rule in
rs/moq-net/AGENTS.md: ✅ Other: remove that line (done here)C name clash: keep #6052's rename / ✅ fix the generator, with an explicit method namespace / uniform type naming
Is the hand-written moq-c ABI frozen? ✅ takes breaks / frozen
Reservation snapshot name (#6751): peek() / ✅ rate(), Rust renamed too / keep grant()
moq_encode_video5th arg (#6781): ✅ options struct / positionalAnnounce.Consumer.close()(#6750): ✅ count consumers / document as cancelLast
Broadcast.Consumer.close()(#6750): ✅ producer stays open / wire-owned onlyTS timeline retirement (#6757): ✅ catalog-hls (#6783) first / explicit retire now
TS SI without clock progress (#6757): ✅ age on the program clock / narrow the goal
Yes/no demand returns ✅ bool; broadcast demand ✅ deleted; Fill ✅ merges into
wanted(); kio ✅ renamed too.#6740 data-producer abort shape: ✅ keep, mirror snapshot
binding-peer-version moq-c half (#6775): answered "drop", superseded by the parity decision below, so the moq-c half stays
JS joining FETCH planned twice: ✅ fold into m1
ietf-request-cancel 14/15 branch: ✅ Require d14-17 (drop the older drafts)
interop-coverage PUBLISH push and forward=0: ✅ drop from scope
e2ee re-served names: split by source / refuse always / ✅ resume always
Which C ships with this cut? generated C / ✅ hand-written now (parity for m1) / no C package
Generator fix for m1: uniffi-bindgen-cpp .8 / ✅ wait for rust2
Missing PMT: ✅ refuse after 0.5 s of program clock
faad AAC phase (#6742): ✅ skip with reason
Bitrate cap owner: ✅ rate-quic
Realtime congestion and probing: ✅ require
probes()Lite-05/06 timestamps: goal (pass through, partly reversing #6150): ✅ yes / only for stats
Merging main after #6703 and #6744: the finished
feature-shapesquest leaves the nightly list and m0/ci's link, andapi-audit/wantedrecords that Rust'sbroadcast::Demandis already gone, so only the internal JSBroadcast.Demandremains to delete.rs/moq-net/AGENTS.mdtakes main's version-matching line and still drops the partial-groups sentence, including its moq-transport exception.#6707 and #6790 landed with their decisions open, so the answers above are recorded in their quests:
cut-audit/datagram-size(1200 end to end),aac-description-less(ADTS),catalog-parity(strict, per rendition),mkv-import-errors(reject unsupported codecs everywhere),lite-wire-nits(partial-groups bullet removed with the rule),resume-drop-final(not final; JS changes), andm2/resume-redesign(model test first;resume-model-testnow links it). #6790'sdecode-startstays under the hand-writtenm1/cline, andapi-audit/requestsrenamesmoq_origin_dynamic*in moq-c too, since moq-c is no longer frozen.Merging main after #6850:
m1/api-auditlists bothwantedand main'sdial-credential, andm2/release/c-retirekeeps the 2026-10-25 "hand-written moq-c 0.7 ships" decision (replacing the 2026-10-20 "never published" one) plus main's bullet on movingnative-libsandmoq-ffi.cmaketo a shared home.Review fixes:
catalog-paritypicks the strict reading (JS drops the legacyvideo:[...]array);e2ee/rust-publish's goal drops the superseded refusal;moqsrc-opus-surroundcovers 3 to 8 channels in the caps test;m2/resume-redesign's sketch keeps every writer on the subscription's publisher epoch, andresume-model-testadds a newer-epoch case. Kept:js-fetch'sinvalid_joining_request_idfor an unknown subscription, since joining FETCH exists only on drafts 14 to 18, where Rust sends that code.Impact
Public API: none (quests only). Wire: none.
